One can only say this in comparison to something else. If you look at the system managed and run by Nationalists it’s preferable to the system as INTERVIEW WITH STEVE BIKO 41 managed and run by the United Party, and still more preferable to the system as managed and run by the Progressive Party. In the sense that Nationalists have not perfected their capitalist system.
