Marshall replaced Toynbee at Oxford in 1883, one social missionary relieving another while keeping the nature of the mission surprisingly unaltered. Foxwell saw clearly what Marshall was worth. So did Jowett. Benjamin Jowett (1817-93) was Master of Balliol and as such a Governor of the University College.
